If your daughter is wearing size 2T

Can you measure her waist, and the length from her waist to her knee for me? I am going to make a twirly skirt for a girl we are adopting, and based on the growth chart and the estimates I have for the process, she will probably be wearing 12-18 month size when we get her, so I'm going to make it to fit about a 2T. The measurements aren't too critical for this type of skirt, but I don't have a clue about what size to cut the elastic, so this will really help me out.

Okay, I looked online and it looks like 19-21 inches or so on waist and 8.5-9 inches from waist to hip. Does that seem right?

I have a son in 2T clothes I can measure him His waist is 20" and from his waist to his knee is 9"
