I believe it's a heavy gauge plastic that makes the sound.
My cats have a tunnel toy that makes that crinkle sound and I know it's plastic because the manufacturer said it's 100% washable. There are some clear plastics for wrapping heavier fruit baskets that might work. I wouldn't want the baby to be able to tear it apart. I'm sure you would want to sandwich the plastic between the pages of the quiet book. There might be a velium type scrapbooking plastic too. look in Michael's or Robert's craft, Hancock or Joann Fabrics.

Thanks. I was wondering if that plastic would work. The pattern just says Crinkly paper, and I am too much of a beginner to have the guts to improvise. I will go to Joanns and Roberts tomorrow, but I think I might even have some of that plastic. That might just be the way to go.

A lady at a craft show who made the crinkly baby toys with the ribbons around the edge said she uses flat mylar balloons. I know you can get these at the dollar stores--might be a cheap alternative if it's going to be inside a page!

I read somewhere that you can also use the plastic seal on baby wipes (the plastic containers) that you peel back to get to the wipes. Saw that on a sewing website somewhere....

You can also use sheet protectors - they make that sound and you can sew them and you probably have them around your house
