Best way to add length to pants?

I have a very tall skinny kid. She has many pants that still fit around the waist, but are too short. I've been using them as carpi pants this summer, but with the cooler weather, I think I could make them last one more season if I add some length.

So, my question, where would the best place be to add the fabric to lengthen the pants? I have about 2 or so inches of length that I need to add. I've thought about cutting the legs and adding fabric so I can keep the hem. I've also thought about creating a cuff at the bottom.

Anyone have any suggestions on what might work best?

the ruffle idea is cute i use to use the same idea only with ribbon i would just keep adding ribbions to the bottom untill they where long enough.
